Bios jumper block on intel dp55kg

Hello,
guys I am a noob first of all. I am building my rig on a intel dp55kg mobo from the ground up...what does this jumper block need to be set on? on normal or on bios config..thanks in advance

Looks like you set the jumper to 2-3 on first power up, when everything is configured you power down and switch it back to 1-2 make sure the power supply is unpluged from wall outlet each time you switch the jumper.

and this is before I even install the OS correct? This will just take me in the bios and I set that up than reset and than install OS?? SOrry man ima noob..
