Which ram is better/faster.

Which ram? 16 GB DDR3 1600 mhz or 8 GB DDR3 1866 mhz.

For what build? For an Intel or AMD build with a CPU and discreet graphics DDR3 1600 is fine. With an AMD APU go with the fastest, lowest latency stuff you can afford.

This is cheaper than the 4 x 4GB option and still leaves 2 open RAM slots. If you want 16GB of DDR 3 I would get this.

GSkill Ripjaws X or Z or Corsair Vengance would be my overall choice if you don't want that kit. Make sure to get the low profile Corsair Vengance ( or any GSkill ) if you have an aftermarket CPU cooler. The tall Vengance will not fit.
