How can you do a test with setup where Win98SE has 256 MB
memory in use and Win4Lin was allocated 64 MB of memory for the tests???

The computer has 256 MB of physical RAM, but the Win4Lin process can made to use less than that. You can set the amount of RAM seen by Win4Lin in the winsetup utility.
