New ASUS Radeon HD 5450 - PC Will Not POST

So today I received a new HD 5450 card to stick in my old PC that I am going to use as an HTPC.

I pulled out the nvidia geforce 7300LE that was aready in the machine, plopped in the new 5450 and powered on the computer...

All fans come on to high, LEDs flashing, but no beeps, no display, no POST.

exact model of the graphics card: ASUS EAH5450 Silent
motherboard model: MSI MS7248r
