Solution
What does he want to play actually? :)

If its for popular games like, Call of Duty 7, FIFA 12 etc, then I can build a build for your brother. :)

Processor : Intel Core i3 2100 - $125
http://www.newegg.com/Product/Product.aspx?Item=N82E16819115078

Motherboard : ASRock H67M-GE - $90
http://www.newegg.com/Product/Product.aspx?Item=N82E16813157234

RAM : Gskill Value Series 2x4GB DDR3 1333 - $42
http://www.newegg.com/Product/Product.aspx?Item=N82E16820231424

GPU : Sapphire Radeon HD 6850 1GB - $150
http://www.newegg.com/Product/Product.aspx?Item=N82E16814102908

Hard Disk : SAMSUNG Spinpoint F3 HD103SJ 1TB - $60
http://www.newegg.com/Product/Product.aspx?Item=N82E16822152185&Tpk=Spinpoint%20F3%201TB

Optical Drive : LG 24X DVD R/W -...
So what does he play? It actually depends a lot on the games he likes to play since the rig if for that basically.

Try this out, this is something that'll work for the time being I think,
You'll need a case for it though and if required a GPU but the IGP is sufficient for quite a few games, most probably the ones he might play could work on them,
BrosBdayGift.jpg

There is a Sony Optiarc 24X DVD Burner that Comes with the Mobo.

Now we are left with a PSU, Case & a GPU.

A combo deal of a PSU and a Case is available
http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.732646

75 Bucks..... That touches your 500$ Limit.

OK Here's another one..... Just with a few changes

HDD: WD Caviar Black 750GB http://www.newegg.com/Product/Product.aspx?Item=N82E16822136794 65$
RAM: Patriot Gamer 2 x 4GB http://www.newegg.com/Product/Product.aspx?Item=N82E16820220557 50$
Mobo: MSI H67MA-E35 (B3) http://www.newegg.com/Product/Product.aspx?Item=N82E16813130569 90$
CPU: Intel Core i5-2400 SB 3.1GHz 3.4Turbo http://www.newegg.com/Product/Product.aspx?Item=N82E16819115074 190$

Case & PSU Combo : CM Elite 330 & CMGX450W
http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.732646 74$
or

Case & PSU : CM HAF912 & CM extreme Power Plus 500W
http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.732710 90$
Works out to about 470$...... Now you can think of a GPU. :)

Well for a 120 Bucks you can get the VaporX 5770.....
http://www.newegg.com/Product/Product.aspx?Item=N82E16814102898

A 20$ Rebate on the RAM
A 10$ Rebate on the Mobo
A 20$ Rebate on the VaporX

So for 470- 30= 440$ you get everything other than the GPU.
Add 40 Bucks to the Budget ie 540$ and you have a rig with the VaporX 5770GPU. Entry Level DX11 GPU.

Spinpoint F3 HD103SJ 1TB: $50 with code EMCKAGK22 valid till 10/06/2011

G.SKILL Ripjaws Series 4GB (2 x 2GB) DDR3 1600: $28

Rosewill CHALLENGER Black Gaming ATX Mid Tower: $50

Optical Drive: $20

$618 - $40 rebates = $578

[:fisshy:2] I missed -- LOL -- but you don't want to go 'cheap' on your video card or motherboard. If you MUST go there the MSI 970A-G45 AM3+ 970 SATA 6Gb/s USB 3 is $80 after rebate --- that's got you down to $523

I wouldn't take the Sapphire Radeon HD 5770 1GB either, for $110 before $20 rebate, even though that brings you to $463 after rebates.

But ... ... don't do it. Your brother needs the M5A99X AM3+ 990X and the HD6870.

Solution
Well, most apps now a days are being coded for optimum working with quad cores, so I don't think they plan to go down a notch back for dual cores.
It's not that they will not work, the apps and everything else will work fine, just not maybe the best of what it could have worked. If you're looking for a system that you want to last for the next few years, you need to look at what is being discontinued, now days Tabs are dual cores, laptops and desktops are shifting to mainly quad cores as a base. So getting a dual later on doesn't make sense if you are getting a quad at around the same prices.
Most games and heavy duty applications are going multi threaded so and common sense investment would be to go the quad way.

"if you are getting a quad at around the same prices...."

You can only get a Phenom II X4 955BE at the cost of an i3 which has weaker invidual cores and old tech.. consumes 125W opposed to 65W of the i3, generates a lot more heat, and performs worse than the i3 in most of the games. Its only good for workstation apps.

The i5 2400 costs $65 more than an i3 2100 and won't matter much in running any of the current games.
