4GB Ram Installed But 3.5GB Usable???

Hi everyone 4-5 Months ago i installed 4GB Ram THAT IS : 1x1x1x1GB and yes my OS is Windows 7 Ultimate x64 Bit please tell me what is the problem i'll post my specs using CPU-Z Image by Image ok? So Please please please tell me the problem everything is running so slow and whatever
