Smps prblm(not sure)

whenever i switch on smps power button, it automatically starts even without touching the main start button of computer... also the light of smps blinks continuosly each second.. but my system doesnot turn on.. i have a 4 gb ram ddr3, asus mobo, and ati raedon 5750...
even i opened the smps case but i didnot notice any problem ..
i have a zebronics smps... and only 1 hdd n dvd desk is connected..
