I have an Asus P8H61-M LE board with 8GB 1333 G.Skill Sniper ram. In the BIOS it says the ram is 1333, but when using speccy or CPU-ID it says 686.7 MHz.
Nothing is wrong. That's close to what it should be (it should really be 667Mhz, but I'm guessing there's some BCLK strangeness going on).
In any case, all programs that I know of in Windows will only show you the real bus speed, not the rated/effective speed. It's as it should be. You're good to go.

DDR stands for Double Data Rate. It is simply the way it is displayed between the two.
686.7x2 =... Yep you guessed it! 1333!
It's simply a matter of different ways of displaying it.
That's actually 1373.4, lol, but yes, that's why. Should be 667Mhz, but I'm thinking the BCLK is set to 103Mhz, and that's what's causing the discrepancy in speed.
