Cpu fan ratling and no signal on monitor

good day ,i wanted some help pertaining to a system i got to troubleshoot this evening ,its a custom built system
the cpu fan is spinning at emense speed and vibrating very loudly and i think because of this there is no signal to the monitor,would just like to know if u got any advise into how to go ahead troubleshooting this....

rattling shouldn't be caused by the lack of foam, but obviously you can try to add some new foam (normal foams can be used too, you just need to cut them into shape, but don't use too much as it will act as a heat insulator).

Vibrating fans are a sign that you need a new fan.
