Card cooling operational?

I just finished building a computer with a EVGA 560 ti installed and installed all of the correct drivers. After playing GTA IV for about 10 minutes I noticed that the fan speed never increased above its idle noise. Is this normal?

- The computer is in a room at cool temperature.

It's normal if it's not getting hot. You can download GPU-Z or MSI afterburner and log your temps while you are in the game and make sure its not getting hot.

I discovered that eVGA Precision needed to be left open in order for the auto fan to work. During the time it wasn't active the card may have reached ~80 to ~90 *C. Is this concern for damage?

No, those cards are rated to 99 degrees, it should be fine.
