Can a PC start without a CPU

i have all my pc components but im still waiting for the cpu. i wanted to see if the fans would start up without my cpu. i got nothing at all. no fans started up, the power supply fan didnt start, no beeps, no ANYTHING. so im just wondering if this is normal

no it will not boot, so dont worry, and stop trying to turn it on without a cpu lol

Surely not, its what processes every ounce of data, you cant even generate a BIOS without a form of CPU.
