8150 turbo core running all the time

Hello,

I will start out by detailing my specs,

AMD FX 8150
Gigabyte GA -990FXA- UD3 with bios version F5
Two 4gb sticks of Corsair XMS3 DDR3 1333
EVGA Geforce 460 se
Intel 120gb 320 series
Western Digital Caviar Black 1tb Sata 3
Corsair TX750 watt psu
LG BD Burner

Cooling Solution is a cooler master v8

Now my questions are, is it normal for the 8150 to run turbo core mode 1 at all times. I have looked within CPU-Z and AMD overdrive and they both report that my processor on all eight cores is running 3.9ghz. This of course causes my temps to be high, my highest reported by core temp during 3dmark 11 performance specs test was 50c. I can hear the fan going up and down. I just installed this I made sure the heatsink was seated properly and that there was not too much thermal paste.

So in summary I want to know about the turbo core issue and wether or not my temps are normal and also if the cooler master v8 is good or should i get something better.

50c is perfectly fine, actually fairly good tbh.
From what ive heard from the guys hear avoid the v8 and v10 like the plague.

Have a look at the Thermalright Silver arrow, has good reviews and benchmarks.

Ok thank you for your answers everyone, I also wanted to know what is the best cooler then, here is the list of ones I was considering in order from most likely to not.
-Cooler Master Hyper N 529
-Zalman CNPS9900MAX-B
-Zalman CNPS9900ALED
- Noctua NH-D14
-Noctua NH-U9DO

I was unable to find the thermalright one on newegg or at a store near me.
