Keyboard and mouse not working in CMOS or at windows login screen

Hello, last night I attempted to turn on my PC only to find that once it reached the windows login screen my keyboard and mouse would not work. My keyboard was in a frozen like state( lit up but I couldn't even toggle caps lock on/off). I tried to unplug it and tried other USB ports on my mobo but no progress. I then proceeded to restart and go into bios and look for issues but my keyboard wouldn't even let me into the bios, safe mode, or system recovery. Now my mobo is a x58 extreme made by asrock and it has an onboard DeBug LED and it gives me the code "38" through CMOS to the windows login screen. I looked at the code in my mobo Manuel and it said something about trying to instalize the wrong dimm port, I don't recall exactly and I'm not home at the moment to give the proper explanation. Now I did get a couple of notifications from windows about my USB devices malfunctioning; they would stop responding and I would have to restart my comp to resolve it. I've read that reformatting might be a waste because if the problem is my ports on my mobo then all I'd have is a wiped comp that still has no input devices.
