It depends on if you count the All Star games and the Sonic LE from
Blockbuster, but here is the list from Sega.

A complete collection? Well there have got to be well over 600 games for
DC. There are better things to spend your money on. Sure, buy the best
games, but why spend all that cash just for the sake of saying that you
have every game?!

Therre is only 248 not 600, you have to be a true collector of things to
understand.

Someone recently auctioned all 248 as a joblot on eBay
http://cgi.ebay.co.uk/ws/eBayISAPI.dll?ViewItem&category=62053&item=8113299992&rd=1
Or as tinyurl
http://tinyurl.com/2lazs
And the auction also appears to have a complete list of all the titles.
Hope this helps.

Your count is in error.
Check the Japan Game List and the US Game List (altho the Japan list is
now quie out of date as dozens of games have been released since the
last update a couple of years ago).
http://www.gamefaqs.com/console/dreamcast/game/22940.html
The Sega Mobile list, besides having omissions of various released US
versions (like the limited Shenmue with soundtrack, the Hollywood video
Sonic Adventure with no internet capabilities, the Midway launch
variations, etc.), has some strange things like Sega Swirl being listed,
altho it was not a standalone game (I could be wrong; has anyone ever
seen a standalone Sega Swirl disc?) and was in fact a part of the Sega
Smash Pack (which if listed means the Christmas Toy Commander on one of
the OXM discs, which was only available on that disc, should be listed).
Then of course there's the many many games that were released in Japan
that weren't released in the US.
And then there's a few games that were released in Europe but not in
Japan or the US (Toy Racer and Taxi 2 jump to mind).
Then there's a good number of browser discs. And various demo discs.
Then there's the homebrew games that have been released, like Feet of
Fury and Beats of Rage.
And then there's games that weren't released anywhere officially, but
have come out on the internet, like Propellor Arena, Halflife, PGA
Bowling, etc.
But, even just counting the JPN and EUR games that didn't come out in
the US, there's hundreds more games than 240.
