So the PSU is 'Fortron hexa series 400w',so it's a quality psu,but will it be enough for this setup:

Asus M5A78L LE

Amd phenom II x2 555 3.2 ghz (stock)

2 gb kingston hyper x RAM

Sapphire radeon 6750 1 gb dd3 (requires 6 pin power connector)

Thermaltake v3 black edition case

The main concern is the graphics card, the psu has that 6 pin power connector but is it a safe bet ???

For a system using a single Radeon HD 6750 graphics card AMD specifies a minimum of a 450 Watt or greater power supply. The power supply should also have a combined +12 Volt continuous current rating of 21 Amps or greater and have at least one 6-pin PCI Express supplementary power connector.

Your FSP HEXA Series - HEXA 400 (FSP-HEXA-400W), with a combined +12 Volt continuous current rating of 28 Amps and with one 6-pin PCI-Express graphics card connector, is sufficient to power your system with a single Radeon HD 6750 graphics card.
