System lag

Hello,
Today I replaced my GPU with a new one, same card, the last one went bad. Everything is super laggy, mouse, opening and closing windows, etc. I'm not sure what could be the issue, everything was running fine with the last card, the fan ended up breaking on it so it had to go. Any ideas on what could be the cause of this and what I could do to fix it? Thanks.

Forgot to add, all of the temperatures look fine, as well as the load. Nothing is different aside from the window and mouse lag. And reduced performance while gaming. I've reinstalled all the drivers as well

Remove your old drivers and use some sort of driver sweep (ccleaner or similar) then reinstall correct GPU drivers.
