Building a Gaming PC 1750$ budget (want atleast dual gpu+ 16 gb ram)

go for an intel i5 2500k build (or wait for ivy bridge or bulldozer) with 8Gb of fast ram (16gb is unnecessary). Then throw in a two GTX 570s then you have a gaming beast.

Sinceraly? Any brand DDR3 maker should do the trick. For intel processors I think 1333mhz is enough.

1600Mhz will be a tiny bit faster for a tiny bit more. (If you set the XMP)

Also I agree that 8GB of RAM is really more than enough.

A build like this would really cover all the bases.

Now that you say you want quiet and you're not that bothered about overclocking i would get something cheaper tbh. A single GTX 570 or GTX 580 would probably suit you fine for example.
