I have a Sony Vaio VGN-FE11S laptop and since I wanted to clean the fan of my heatsink, I removed it. My heatsink had had something like light-yellow silicone for the CPU and GPU that I want to remove and apply Phobya HeGrease Extreme and a thermal pad touching another chip that I don't know what is.
The question is sould I put a new pad there since the pad I see is 1mm thick or thermal paste??

You can use either one. Just don't use too much. I use a single edge razor blade to get the coating as thin as possible with thermal grease. The reason you see so much residue is that the pad is literally sqeezed out when the heatsink is installed.
