Weird Memory problem...

I asked a similar question a little while back but never really got any real help....

I'll start by posting my computer and motherboard...

I never really bothered looking into it before(had the computer since 2010) because I never really used it for anything other than movies/videos, news, forums and other normal every day stuff. I've recently started upgrading it and ran into a weird RAM problem and the HP specs site even confirms it but doesn't help me("says it's pc3-10600(message as pc3-8500"))...

My memory is showing up as PC3 8500 in my bios but everything else is saying it's 10600, I decided to run a benchmard and needless to say, the bios is correct. It's performing slightly better than 8500 but about half the speed of 10600. I can't do anything in the bios seeing as it's HP... I also just installed a stick of 2GB RAM to make it 4GB total and the mobo isn't even showing it, it's just saying the slot is empty but windows is reading it...

CPU-Z, passmark, and 3dmark are all saying it's pc3 10600 but the benchmarks show it performing equal to pc3 8500

Is there anything I can do to make it actually run as 10600 RAM? If it's only going to run as 8500's then why would HP even install 10600 ram in the computer to begin with?

I just noticed... one CL is 7ms the other is 9ms... idk how I misread that the other day when I ordered the new RAM... I even spent an extra $3 for the lower CL lol... But shouldn't the bios just run both of them with the same CL?
