Additional Comments: I want to be able to run most/all modern games at the highest settings and around 60 fps. If that means going above my budget, then I am fine with that, but I also would like some low price options. I want to at least be able to run any game at 40-60 fps at decent settings.

Yes if 450w is enough for you. But I think you need more. 6870 requires 500w+.
