What is the (cedar) in a Radeon HD 5450 (Cedar)?

Do i need a fan for a low profile graphics card?

Cedar is just a codename, nothing to worry about. If the card doesn't have a fan, then it doesn't need one. Usually low power cards like 5450 just have heatsink, quiet and good for HTPC.
