Strange BOOT ISSUE on NEWBUILD

Just built my pc and everything seems to be running fine except for a strange thing that happens when i turn on the pc. After about ten seconds of the PC turning on (lights on, fans running), the pc turns off for about three seconds and then starts back up again and runs fine. It has not presented any problems just a bit strange. Also when my PC goes into sleep mode, it instead shuts down, but does not shut down correctly. (i get the start mode option for improper shutdown from windows) Any idea what these glitches could mean?

well it worked for a while but it still occasionally does it even with spread spectrum off. could it be the overclocking? i am oced to 4.6 on an i7 2600k running off a ASUS P8Z68-V PRO.
