Frequent Lock-Ups with PC

Hi there,

My PC has been having an extremely annoying problem for the past few months. Many times when I try to open a few programs at once, and sometimes when I even just have a chrome window and iTunes open, my computer locks up for about 60 seconds. I don't believe it has to do with the particular load of my PC since I can usually play games and run stress tests fine, it just seems to randomly take issue with something I'm doing and goes back to normal after with no BSOD.

My specs are:
Corsair 550vx
Gigabyte GTX 460 1GB
AMD Phenom II 955 BE
Gigabyte 790xt-USB3
Gskill Ripjaws 2x2GB DDR3 1600
WD Caviar Blue 500GB

I have tried changing some bios settings, and changed my ram speed to 1600, upping the NB speed and voltage and 9-9-9-24 timings as recommended but that didn't solve the problem at all. Overclocking the processor also has no effect on the problem.

I know my computer should be capable of opening chrome without freezing! (I have also reformatted windows multiple times). I am prone to suspect the power supply or ram, but it is only an intermittent problem so maybe I just need to switch a few settings?
