XPS 210 does not go to bios with new cpu

Hello, I just got a E3400 for my Dell XPS 210. However, when I installed the new processor (E3400) the computer turned on, but the cpu fan spun at an abnormally fast rate, and it never made it to the bios. The motherboard is a WG860 and I never found anything saying the processor was not compatible with this computer. I was going to try updating the bios, but(currently version 2.4.0), but I couldn't find an update. Help!

Put old cpu back in..if it works...the other is NOT compatible...
