Is one GB vram good enough to handle 24 inch monitor?

I assume you are running games at 1080p. One GB of VRAM is sufficient, but I would aim for more if you want better performance.

Screen size does not matter. It is the resolution that matters. A 2GB video card is recommended for anything above 1920x1200 resolution.
