Constructing New PC

Ok so I know an upgrade to my computer is overdue. It's a prebuilt Dell Studio 540 I got a while back and I need to upgrade most of the parts. Now I don't have all the money in the world so don't go suggesting Dual Xeons and four way SLI Mars II's. I don't know whether to shell out the $ for an i7-2600k or i5-2500k or if I should wait for Ivy Bridge next year. Also I recently purchased an MSI GTX 560Ti Twin Frozr ii and I'm fine with that at the moment. When I got the GTX I also ordered a Corsair TX650 but my mobo wouldn't detect it so I returned it. The computer shop I went to replaced it with a crappy AGI 580W -_-, so yup, new PSU definitely! Now I'm wondering if when the NVIDIA 6xx series or the AMD 7xxx series whether I should upgrade to maybe an AMD 7950/7970 or GTX 670/680 or if I should just get another GTX 560Ti and run it in SLI (assuming I get a new mobo of course). I just don't know how much faster PCI-e 3.0 is... I also have a case I was looking at:
Cooler Master 690 II Nvidia Edition (http://www.newegg.com/Product/Product.aspx?Item=N82E16811119242)
or just the regular Cooler Master 690 II (http://www.newegg.com/Product/Product.aspx?Item=N82E16811119216)
I'd rather get the NVIDIA one but I have no clue if it's better :p
Also I don't know whether my OEM 690 GB Dell hard drive is compatible with new mobos or not so I'd like to know if it is and if it isn't I guess I'll have to buy a new hard drive... In addition I'd like to have a cooling system for the PC as I don't like it to get to hot (or I might OC, who knows).
So I guess this is what I'm looking for
$300 CPU OR wait for Ivy Bridge
Wait for new GPUs or SLI GTX560Ti's
$150-$250 Mobo
$150-$250 HDD or keep the OEM one I have.
CM690 or another case?
$75-$250 PSU (High End plox!)
DDR3 Gaming RAM (8GB no preference, just not generic)
If there's anything I forgot just say!
Thanks!

What thermal paste would you recommend? I'm kind of leaning towards the Antec case and PSU, they're cheaper and they look better (IMO)
Still do you recommend I wait for Ivy Bridge? Will it be that much better?
Thanks for these suggestions, very interesting, and affordable too! (well kinda for me seeing as I make almost nothing)
