Motherboard 24 pin power problem

Hello i am having a weird problem that i have never seen before while on a computer, The problem is when there is a power surge or when i just turn off the computer and take out the power cable and put it back in and turning the power supply back on and trying to turn on the computer VIA power button the computer turns on for a split second and turns off i mean literally and when i try to push the power button again it wont come on not even for a second so what i did is when the power supply was on i took out the 24 pin power connector and re-seated it and turned on the pc and it worked normally no problems what so ever so i don't know if this is a power supply problem or just a motherboard problem or the 24 pin connector, much help will be appreciated

Additional information, the on board power/reset LED's still light up

My pc specs in great detail

GPU- Sapphire Dual X AMD Radeon HD 7850 2gb @1030/1230mhz 1.048v
CPU- Intel Core I7 920 D0 @3.8ghz ghz 1.27v. Hyper Threading on
CPU Cooler- Cooler Master Hyper 212 Evo Push pull with Noctua NF-P12.
MoBo- Asus P6T deluxe version 2.
RAM- 3x2gb Mushkin Blackline DDR3 @1600mhz. 9-9-9-24 1.64v.
HDD- Seagate Barracuda 1 TB 7200 RPM x1 Gaming drive.
BHDD- Western Digital Raptor 180GB 10,000 RPM x1 Boot drive
PSU- 600 Watt ATX 80+ Bronze certified.
