Can I use icloud as my office Desktop with my iPad2? If so how,also which apps would be recommended for project management, employee time tracking and performance assesments.

Probably not. iCloud isn't doing much in the way of cloud computing at the moment. Just content sharing between your hardware devices.

First Batch Of iCloud Apps Doesnt look like there is anything you could use.
