WHAT IS THE PROBLEM WHEN THE CPU IS VERY SLOW

and do you mean the whole system, or just the cpu (tiny silver thing)

the only true way you can say a cpu is slow is if your trouble is getting good framerates in videos you are trying to play, if the system as a whole is lagging, the problem is more likely ram or hdd,

list your specs and say exactly how the system is slow

Is this pc a pre-built = HP,Dell,Acer,etc.
If so, it's probably full of pre-installed crapware.
If not it's possibly a virus.

Yes, viruses, bloatwares etc. Have you looked into buying an ssd?
