AMD Radeon HD 6990 and 2 Gen Intel Core i7 Processors

Is it correct to think the graphics technology included in the 2nd Gen Intel Core i7 CPUs inherently favor the Nvidia graphic cards that utilize Optimus over the AMD Radeon HD 6990 cards? What case can really be made for 2nd Gen Core i7 CPUs if you don't use the integrated GPU?
