I ordered a biostar mini ITX motherboard from newegg because I'm building a small computer for my sons bedroom. The board has a full size PCI express x16 slot, but the specs say that it runs in x8 mode. I have an AMD radeon 6790 that I wanted to put in the computer so it has some graphics for running windows 7 and streaming high def videos. The card is pci express x16 2.0, and I was just wondering if it will work in the slot on this motherboard. My guess is that it will work with reduced performance but I just don't know for sure, and I need to know so I can order another card that will work.

It will work fine.

As for the performance loss, It should not even be that bad unless you get into much more powerful cards.

If it is PCIe 2.0 it is as fast as first gen PCIe x16 at x8 anyway :)

Ohh yeah, make sure the power supply meets the cards/system requirements.
