A single GTX 560 is not going to be enough to max out Crysis 2 on ultra with DX11 at his resolution. For 1080p the minimum single card that can accomplish that is the GTX 570, and it will only just barely accomplish that feat, minimum framerate with the 570 will dip to about 26 FPS. If you want anything approaching 60 FPS you're going to have to look at something like 2 Radeon HD 6950s or 2 GTX 560Tis at a minimum.

 
The benchmarks presented in the article here indicate that for 1080p to run Crysis 2 on ultra with DX11 would require at least a GTX 570. Any card below that had the framerate dip below 26FPS. If the framerates are dipping that low then the game is more or less unplayable, things just get too choppy, particularly with shooters. A heavily overclocked 560Ti might be able to just barely get playable framerates consistently, though there would no doubt be some areas where the game would get quite choppy.

The DX11 settings are what make the game so demanding, without DX11, Crysis 2 is not all that demanding and a 560Ti would not have much trouble. You're not using DX11 and you're also running at a lower resolution than the original poster, so your experience with the game is not all that relevant to the topic, as the original poster wants a video card that can max out the game with DX11 at 1080p.
 
Who told you that you cant run crysis 2 dx 11 all maxed out with a 560 ti,I have a gtx 260 and except the dx 11 setting all other I could max in a playable framerate 30-45 at 1600x1200
Whoever did will get backed up by me, a single GTX560Ti @ 19 x 10 will struggle to get 30fps and two in SLi will get about 60 fps but it will drop below that at times.
