Well there are 2 different ways they like to measure, a lot of the 2ms LCDs are measured gray to gray (GTG) which is the time it takes a pixel to go from 1 shade of gray to another. They do this primarily because it gives them a lower number for marketing.
Then there's the more standard where they measure how long it takes for the pixel to go from black to black which takes longer and the faster LCDs are often around 5ms.
So your 2ms GTG might be a 5ms if it was measured black to black. That point aside, both should be just fine and you likely won't be able to tell a difference since anything under 10ms is usually pretty good and won't suffer from ghosting.
