Radeon 3650 fan not spinning in windows

Hey everyone, I have a radeon 3650 i just put into a friends computer. It is running windows xp 32 bit, its an athlon x2 250 with 1 2gig ram stick.

I just downloaded the newest drivers from amd.com for this card, and the fan spins during boot up just fine, but once it hits windows it wont spin.

I tried downloading atitools but it is showing me using my onboard video only (which im not, as the monitor is plugged into the card and windows properties and the amd catalyst shows me using the radeon 3650).

Any tips on how i can get the card to startup would be sweet.

I found a way to fix this myself last night. I had to download RBE and winflash. I used winflash to get my Video card BIOS. Then I changed the fan spinning details in RBE (made it so they spun 100% no matter the temperature). I had to use winflash to flash the bios in (there is a good online step by step instructions). Then restarted and viola, the fan is now spinning 100% in windows :)
