Extreme stuttering in-game

Hello,

I recently built a new computer (more like designed it, had it built by CyberPowerPC). I'm getting some extreme graphics stuttering in games and I feel like it just isn't performing up to par. I feel like there's something bottlenecking performance but I can't figure out what.

Specs:
i7-2006k CPU @ 3.40 GHz
Nvidia GeForce GTX 570
8 GB RAM
Gigabyte Z68 Mobo
Hitachi HDD
Intel SSD
800w power supply

Every driver is updated, I tried older drivers (used driver sweeper in between installs) and no dice.

I made sure the onboard graphics is disabled.

I've adjusted tons of settings in-game, that doesn't help.

I've tried adjusting settings in the Nvidia control panel, such as selecting "max performance" for my games. That doesn't help.

The only things I can think of at this point are:
1) Monitor (I'm using an Acer LCD that is only a couple years old)
2) Hard drives (I have my operating system on a small SSD while my games are on the larger HDD).

Could either of those be the problem?

My last resort would be reinstalling the operating system on the HDD and putting the games on there also. But I'm hoping that someone has other ideas before I do this.

If that doesn't work, I see no other option than to try and get as much of my money back as I can.
