Help to find out wich part is bottlenecking my pc

hi,my cpu temp goes to kinda high idles about 49-55c and in heavy loads goes up to 65-80c,and i have lag stuttering in many games,heres my old rig cpu p,d 805 2.66ghz,2gb ddr2 one 1 gb kingston 667mhz and two 512 older 533mhz ram,500 gb wd green caviar hdd, sparkle geforce gt220 1gb ddr3,windows xp sp3,and some cheap 550w inter-tech booster psu wich has enough v on 12v rail. does my rig is just too weak to handle games like fallout 3 on medium settings and 1440x900 res without stuttering ? and in many games changing some settings like resolutuion and texture size deosn't make diffrence in fps, or i have serious bottleneck wich may be caused by hdd diffrent ram or bad bios settings ?

few games i tryed
gta 4 from few fps to 25-45 in some areas
fallout new vegas average 25-32fps with stutterings
burnout paradise max settings and 1680x1050 res no lag, about 32 average fps
crysis stutterings and average 22fps with drop downs to 12fps and in some areas goes up to 65fps

and lag becomes bigger in crowded or more detailed areas

i know my cpu and gpu is old but i saw they can hadle games with little better fps and with no stuttering
 
For first you need 4Gb RAM if you want your pc run a little better.
With 220gt how much fps do you want to have ? You are playing almost high demanding games ( gta4,crisys). Even on a powerfull pc this games not allways run smooth.
You cpu run to hot. Reinstall the heatsink.

i dont think i need 4gb ,maximum ram usage was 1.2gb ,i bet my vga can get more fps but i think there's a problem in my system and i am not able to push my old rig to the max,even with my fitst rig wich was athlon 64x 300+ 2ghz 768mb ddr 1,radeon x700 i was able to play crysis with kinda stable fps it was about 15-30fps the bigest problem is not stable fps and stuttering ,from 5 to 45 ,from 22 to 60 fps and etc. i wish for more stable fps ,i guess my rig is just messed up or something,was wondering to upgrade cpu to newer like pentium duo 2.4ghz but i guess then my vga would be a problem.
