Problem with cold boot

Hello,
Here is my problem. My machine takes at least to power on/off cycles before it finally boots.
I am running Windows xp.
This problem only just started about 1 month ago. I have replaced the PSU but the problem has not been solved.
I even tried an older Hard drive which I know is OK. It still had the same issue.
Once booted the machine runs fine all day until another cold boot the next day.
Could it be a bad motherboard or cpu ??
Help !!!!!!!!!!! It is an Intel motherboard

May be a bad connection somewhere, remove and reinstall memory, do the same with processor, becareful with electrostatic discharge, makesure you are grounded to a metal part of the case, also make sure computer is unpluged from wall outlet.
