Intel Turbo Boost?

Right so I'm new to the Intel scene but while watching some people and their 2600k's sometime I see their CPU jump up to 3.8GHz and I was wondering why mine did not. I just ran prime and it stayed at 3.5GHz. Is it like AMD's Turbo only does it if 3 cores or less are at 100% load. Could someone explain to me please?

Because its 3.8ghz on 1 core, 3.7ghz on 2 cores, 3.6ghz on 3 cores, and 3.5ghz on 4 cores.
