What's a "Call For Comments"?

I was looking at the badges page and I found that phrase

Hi,

Editors and other content writers can post "call for comments" about their articles. This doesn't happen with every article, but, when it does, you can answer them to earn points for badges.

Only problem is that none of the content writers I've spoken to know how to post it, or haven't even heard of it. I think a mass email is needed
