Just installed DH-14, power issue

I just installed a noctua dh-14 cooler yesterday and my computer wont turn on unless I hit the switch to power off the power supply. then turn the switch back on and hit the power button. if i shut down then hit power button, wont turn on. whats going on here?

Figured it out, I have a asus p8p67 mobo and theres a little blue 2 prong cap that goes over a "Clear RTC RAM" prong near bottom right of mobo.I took it off during installation of my wires thinking it was a broken piece or something weird. Apparently if this thing is removed your computer won't boot properly.
