Can I not upgrade without purchasing System Builder Windows 7?

I have a CyberPower PC, and I believe it came with OEM Windows 7 (no disc). I recently was interested in upgrading my H61 motherboard to something that is SATA 3.0 and has USB 3.0 ports so I can make better use of my new SSD and USB 3.0 external drive. Is it possible to put a new motherboard in the computer without purchasing Windows 7 system builder (and if so, is it worth it?)

In many cases all it takes is a phone call to MS to re activate win. Strictly speaking it is outside the license agreement that came with your windows.
