Hello,
I just got off phone with HP after being on their site. I am trying to build out a new laptop, one that can support dual external monitors. I was advised by their sales desk that if the graphics card has both HDMI and VGA, the laptop can support dula external monitors.

Is this accurate? If so, then I guess it's also true I can use the laptop screen and 1 external monitor at the same time as well.

Yes, you can use both video ports to support 2 external monitors. Also, you should be able to do the second as well (laptop + 1 external).
