Problem with USB on AMD motherboard

I am having a problem with copying From hard disc To Usb.
This problem occur on following configuration :
-AMD Phenom 1100T
-ECS A880gm-A3
-Chieftec 650W modular
-Ati Radeon HD 6780
-6Gb DDR3 Patriot 1066
-2Tb WD Green

When I am copying from Hard Disc to USB the average speed is 4-5mb/s, and sometimes when I am copying big files the process stops and for a while it will continue transferring.
When i am copying From USB To Hard Disc the transfer speed is 25mb/s which is normally
I tried with update with new-last BIOS, with format of the Windows and installing the Drivers for CD but the problem sill occur.
Next i change the SATA cable the problem still occur
After that i changed my 2TB WD Green with new 500GB WD Blue and still nothing changed
I tested my PC with couple of Stress Tests Programs and everything was normal
The Pc has no other problems then the transferring data trough USB ports. The same problem is happening with USB 2.0 and 3.0
I tested this with couple of new different USB 2.0 and USB 3.0 stick
In the BIOS i disabled AMD Cool & Quiet and C1E
The system is not overclocked and every settings are on default
