I'm building my girlfriend a computer, whe'll be playing sims, dragon quest, team fortress 2, and other mid-graphic level games like dota, dota2, heroes of newerth.

I need a GPU that will eat these games up on max settings for under $100 bucks. Is that possible? Lower the price for = performance the better.

It's old tech, a bit power hungry and isn't DX11 but it's pretty powerful for the price and should do great on all the games you listed even at high resolutions.
If you are ok with mail in rebates to get it down to $100 then you can go for a more current card with better power efficiency and DX11 compatibility and similar performance;
