Reduced Base Clock Speed under Win 8

I have recently installed Windows 8 Pro. The problem is the base clock which should run at a default 133.33 Mhz has now dropped to 131 or sometimes even 130 Mhz. Consequently all other components i.e the cpu, memory, QPI link are all running at a slower speed. The bios is at its default settings and no amount of overclocking has been done.

Motherboard: Gigabyte X58A-UD7 rev 2.0 FD14 bios
CPU: i7 980x
RAM: Corsair XMS3 1600 Mhz 6GB
GPU: Radeon HD 5870
PSU: CM Silent Pro M1000

Please help.
