Windows XP freezes at startup after RAM upgrade

Hi everyone,
Yesterday I bought a 4GB Ram kit of 2 sticks (KVR800D2N6K2/4G) with hopes of upgrading my memory from 2GB. My previous RAM was a 2G kit of 2 sticks (KVR800D2N5K2/2G).
I removed both 1G sticks and popped in the new ones. I booted up, and my PC froze on the Win XP logo.
I figured maybe one of the sticks is bad, so I removed one and booted. It booted fine. I then added one of the old sticks, giving me 3G ram, and again, it froze on bootup.
I then tried booting in safe mode, and it works fine. I checked system specs and sure enough 3G of ram is detected. Also tried safe mode with both new sticks in and it boots.
As far as I can tell, both old and new sticks are identical matches in terms of frequency, voltage, even manufacturer, so there shouldn’t be a mismatch.
Things I am sure of:
- The RAM is physically installed properly
- My BIOS has everything set to auto for memory voltage, etc
- Both RAM slots are functional
