Why does my dell m5040 say processor speed is 1GHz

a bit new to this so please help me. I bought a Dell Inspiron M5040 that was advertised as having a processor speed of 1.33GHZ, but the system properties say I have AMD C-60 APU with Radeon(tm) HD Graphics 1.00GHz.
Are these the same?
