Hello,
cannot open psp x4 in windows 8 wat do I ned to do to get it to work ?

You should be able to right click on the Icon ect that launches PSP4.
If you get a menu, then click on properties. You may see a tab there saying compatibility.
If so tick the box where it says use in compatibility mode, then select the OS you knew it worked with. Click apply, then ok.
Right click again on the Icon of PSP4 and select run as an admin.
