Major issues here, please help.

Hello,
I am building a system for a friend and the motherboard shows no activity with the four pin connector plugged in. However, with the four pin left unplugged all the fans start spinning but the computer does not post. Any advice, any and all help is appreciated.

Please include psu, graphics card, board and cpu info, its new or used, cause something similar happen to me and it was the psu giving the last mile.
