Gigabyte z68xp-ud3p keeps resetting every 3 seconds

Hello,
I havesome parts I just ordered, and it seems I am having an issue with them rebooting every few seconds.
Here are the system specs:

Gigabyte z68xp-ud3p mother board i7 2600k processor
530w power supply
8gb corsair vengeance 1600 ddr3
evga gtx 560ti factory oc video card

I have tested the system on cardboard with just the psu mb and power supply. No matter if the memory is in or not I still get a 3 second power up loop. I have checked the power connectors, and all are plugged in correctly. Tried two differant cooling solutions on the cpu, and nothing changes. The cpu power, atx power, and fans are all plugged in. I have checked to make sure the cpu and cooling solutions are properly installed. Any suggestions would be a great help.

try the PC with 1 stick of ram see if it reboots..if same problem...

try with no ram..see if u get the Ram post beeps...if same problem

try taking the CPU and RAM out of MOBO and turn on..no HDDs or ODDs connected see if u get the No CPU post BEEP...if u still get the restarts then MOBO problem..RMA it

Well I just tried it with out a cpu and it did the same exact thing. I am going to call new egg in a second to see about RMA'ing it back to them for a replacement. Just hate to have to pay that shipping cost for something that seems to be Gigabytes issue.
